LEOSA SHOOTING QUALIFICATION
HR 218 / Law Enforcement Officers Safety Act (LEOSA) is a federal law allowing qualified law enforcement officers (926B) and retired or separated qualified law enforcement officers (926C) to carry a concealed firearm in any jurisdiction in the United States, or United States Territories, regardless of state or local laws, with certain exceptions.
Retired / separated officers are required to complete an annual firearms proficiency course of fire (shooting test) that meets or exceeds the minimum standards, per Commission Rule §218.9 (c)(1). The Commission Rule §218.9 (c)(1) compliant shooting test, administered by our Texas Department of Public Safety (TXDPS) certified instructors, exceeds the minimum TCOLE standards required for annual certification qualification under LEOSA.
Note 1: This qualification is for (926C) retired / separated officers only.
Note 2: In the event you are waiting on your LEOSA credentials to come in, you can still attend this course.
Duration: 1-2 hours, depending on class size
Class Size: Min number of students is 1. Max number of students is 4.
Location: Our private training facility, 45 minutes east of Dallas, in Prairieville TX
Prerequisite: Must be a qualified retired law enforcement officer, residing in Texas, entitled to carry a concealed firearm under Title 18 United States Code Section 926C (House Resolution 218 - Law Enforcement Officer Safety Act) - see below.

Firearms Proficiency Course of Fire (shooting test):
Per §218.9 (c)(1), the annual firearms proficiency course of fire for handguns is as follows:
a minimum of 50 rounds, fired at ranges from point-blank to at least 15 yards with at least 20 rounds at or beyond seven yards, including at least one timed reload, with a minimum passing percentage of 70.
As a retired officer, you will be carrying concealed. In order to better conform to a federally recognized concealed carry standard, a slightly modified version of the 2013 FBI Pistol Qualification, whereby the final 25 yard stage has been omitted, will be administered.

Student Required Gear:
- Your valid State of Texas photo ID
- Seasonal appropriate clothing for the outdoor range qualifications
- Closed toe shoes / long pants / baseball style hat
- A concealment garment is mandatory, as all stages of the test are shot from concealment
- Sturdy belt (mandatory) to support your holstered handgun
- Handgun: centerfire semi-auto pistol (min .380) or revolver (min .38)
- 2 or more magazines / speed loaders
- An approved holster is required for this course. It can be either IWB or OWB. See "Regarding Holsters" below.
- Magazine / speed loader carrier(s)
- Eye and ear protection (you are welcome to borrow ours)
- 50+ rounds of ammunition for your handgun. The test requires 50 rounds. Consider bringing more in the event a re-shoot is required. Note: no ammo will be available for purchase at the range.
Firearms Proficiency Skill-Set Requirement:
The minimum firearms proficiency skill-set for this course requires that students arrive to class with the ability to:
- Draw from the holster, shoot and safely re-holster.
- Shoot with two hands, strong hand only and support hand only.
- Shoot from the standing position.
- Perform slide-lock / cylinder reloads at a moderate pace.
- Clear malfunctions.
- Accurately place A-Zone hits on target while shooting at a moderate pace at distances ranging from 3 to 15 yards, under time constraints.
Critically Important Note:
This is not a firearms training course. No firearms training of any kind will be provided. Students must be prepared to arrive with the basic skillset required to pass the shooting test, without assistance from others.
Should you feel the need to improve upon your current skill-set prior to attending this course, we offer an optional three hour shooting prep-course in which all requirements of the shooting qualification is covered.

Holsters Types and Manufacturers
Types of Holsters:
We strongly recommend bringing a modern, high quality, inside the waistband (IWB - worn inside your pants, between your body and the material of your pants) or outside the waistband holster (OWB - worn on the outside of your belt), made of kydex/plastic type material. Leather holsters are acceptable, but kydex is preferred.
The following holster types are NOT ALLOWED while training with us:
- holsters made of soft nylon material
- cross draw holsters
- shoulder holsters
- ankle holsters
- purse or backpack holsters
- belly band type holsters
- Blackhawk brand Serpa holsters, or any holster of this design requiring the trigger finger to be used to unlock the pistol from the holster
