ON DUTY FIRST RESPONDER TRAINING COURSE

This House Bill 1069 (HB1069) compliant course is administered by our Texas Department of Public Safety (TXDPS) certified instructors utilizing the official curriculum created by the TXDPS, in accordance with Texas Government Code §411.184, which includes a combination of classroom instruction, written examinations, pistol training exercises and pistol proficiency demonstrations (shooting tests).  After successful completion of this course, students will receive their TXDPS approved certificate of completion.


Duration: 3 days / 28 hours total

 

Class Size: Min number of students: 4  Max number of students: 6

 

Location: Our private training facility, 45 minutes east of Dallas, in Prairieville TX

 

Prerequisite 1: Currently employed as a State of Texas first responder

 
Prerequisite 2: Valid Texas License to Carry
 

Course Fee: $900

 

Course Objective:  To educate Texas first responders who hold a valid Texas License to Carry a handgun on the responsibilities related to carrying a handgun while on duty, in accordance to House Bill 1069. The TXDPS outlined objectives are as follows:

  • Self-Defense
  • De-escalation techniques
  • Tactical thinking relating to cover and concealment
  • Methods to conceal a handgun
  • Methods to ensure the secure carrying of a concealed handgun
  • The use of restraint holsters
  • Methods to ensure the secure carrying of an openly carried handgun
  • Consequences of improper use of a handgun

 

Range instruction in the use of handguns includes:

  • Instinctive or reactive shooting
  • Tactical shooting
  • Shooting while moving
  • Shooting in low light conditions

 

These topics are not separated into four independent sections or modules. They are covered throughout the curriculum.

 

Course Synopsis:

On day one, immediately following the welcoming of students and introductions, two pre-exams will be administered. A minimum score of 90% on both pre-exams is required for the continuation of the training course.

 

Pre-Exam #1: Written Test.  This examination is designed to test students’ knowledge and understanding of the following:

  • Current laws applicable to LTC license holders.
  • Basic safety rules related to handguns.
  • Basic operation of handguns.
  • The penalties associated with making a firearm accessible to a child.


Pre-Exam #2: Proficiency Demonstration.  If the student passes the written pre-exam, they will then head out to the live fire range to perform the handgun Proficiency Demonstration. This is the same shooting test that was required to obtain your LTC.

  

Students who do not pass the pre-exams will not continue on and may re-apply as a new applicant for a future course. The course fee is not refundable.

 

Over the course of the three day training program, students will participate in both classroom and live fire training exercises. Days 1 and 3 run from 9:00 am to 6:00 pm. In order to perform the handheld flashlight Darkness shooting requirements, Day 2 starts at 9:00 am and wraps up at 9:00 pm.

 

At the end of Day 3, a final written exam is administered, whereby a score of 90% or better must be achieved in order to pass the course and receive a certificate of completion.

 

Students who do not pass may reapply as a new applicant for a future course. The course fee is not refundable.

 

Student Required Gear:

  • Color copy of your valid LTC submitted prior to attending the course
  • Seasonal appropriate clothing for the outdoor range qualifications
  • Closed toe shoes / long pants / baseball style hat
  • Sturdy belt (mandatory) to support your holstered handgun
  • Handgun: semi-auto pistol only - no revolvers
  • 3 or more magazines: Must be capable of  loading up to 40 rounds across the total number of magazines you bring with you.
  • An approved holster is required for this course (see Regarding Holsters below)
  • Magazine carrier(s)
  • Handheld flashlight and spare batteries per the below specs:

               o Minimum 300 lumens

               o No greater than 6 inches in total length

               o LED bulb (no Xenon or incandescent bulbs)

               o Tail cap, momentary on/off capable switch

               o CR123A battery type

  • Weapon mounted lights may be on the pistol but will not be used in class
  • Eye and ear protection (you are welcome to borrow ours)
  • Note taking gear (mandatory)
  • Water, lunch and snacks for all three days / dinner for Day 2
  • 500 rounds of ammunition for your handgun (no ammo will be available for purchase)

  

Firearms Proficiency Skill-Set Requirement:   

The minimum firearms proficiency skill-set for this course requires the student to have arrive to class with the ability to:

  • Pass the LTC Proficiency Demonstration (shooting test) with a score of 90% or better, without warming up.
  • Pass the written LTC test with a score of 90% or better  - closed book and without review.
  • Draw from the holster, shoot and safely re-holster.
  • Shoot with two hands, strong hand only and support hand only.
  • Shoot from standing, kneeling, sitting, prone, and supine positions.
  • Shoot around barricades.
  • Shoot while moving laterally, forward and backward – at a moderate pace.
  • Perform slide-lock reloads on the move – at a moderate pace.
  • Clear malfunctions.
  • Accurately place A-Zone hits on target while shooting at a moderate pace at distances ranging from 3 to 15 yards.

 

Critically Important Note:

Though firearms training is an integral part of this course, students must arrive with the aforementioned basic shooting skill-set. A multitude of shooting tests are administered across the three day training period - all of which are much more difficult than the LTC shooting test.

REGARDING HOLSTERS

Holsters Types and Manufacturers

Types of Holsters:

We strongly recommend bringing a modern, high quality, inside the waistband (IWB - worn inside your pants, between your body and the material of your pants) or outside the waistband holster (OWB - worn on the outside of your belt), made of kydex/plastic type material.  Leather holsters are acceptable, but kydex is preferred.

The following holster types are NOT ALLOWED while training with us:

  • holsters made of soft nylon material
  • cross draw holsters
  • shoulder holsters
  • ankle holsters
  • purse or backpack holsters
  • belly band type holsters
  • Blackhawk brand Serpa holsters, or any holster of this design requiring the trigger finger to be used to unlock the pistol from the holster
